I really want him and don't know what to do?

hii everyone! okay so i'm a freshman and he's a sopre. he was really flirty with me in the beginning of the year like REALLY flirty, so i talked to him, chatted him on fb, texted him, but then i found out he was telling his friends he thought i was annoyingg. so i stopped talking to him, then later he was like you gotta come to this skating party thing and i asked him why he told all his friends that and he said he didnt. i started dating this new guy and when we broke up, the sopre was really interested, we talked for a while, but then stopped. then started again, then stopped. i was so over it that I asked him to hang out. he had been sorta with another girl but i didnt think it was too serious. i was just going crazy over this kid so this is the conversation: me: lets hang out him: lol what? me: lets hang out tomorrow him: haha um idk (twenty minutes laterr) me: yeah him: wuddya wanna do? me: lets see a movie him: k then what? me: we'll see and it went on like that for a while but he said he couldnt be a and hook up wiht another girl, i respected it and moved on. we've been on okay terms lately, besides the fact that he's always looking at me and it's starting to freak me out haha either way hes done with that other girl and im sort of just waiting for him to make the move. any ideas why he hasnt? thanks so much for reading all of this it means a lot!
