Pisces boy ignoring me?

I'm a Scorpio, so I've heard that we have quite good symmetry... But this one is odd. I like him, hes actually loud and obnoxious, but I can tell that theres something hidden inside him. He gives me these fletting glimpses like hes trying to get a look at me. This only happens once in a while though. And every so often he'll try to get my attention (from my point of view) by talking to someone else who is near me or talking to me. What may this mean??
